How to Buy Property in Seychelles as a Foreigner

Empathia Village · Buyer's Guide · June 2026 · 7 min read

For decades, Seychelles was one of the most restricted real-estate markets in the world. International demand for a home on these islands has always been extraordinary — yet the opportunities to own one were rare. That has now changed. Following recent legislation that lifted the moratorium on foreign property ownership, international buyers can once again acquire full freehold title to land and villas in Seychelles. This guide explains how the process works in practice, what it costs, and what to expect at every stage.

Can foreigners really own property in Seychelles?

Yes. Foreign nationals may purchase residential property in Seychelles and receive freehold title — ownership of both the villa and the land beneath it. The title is transferable, inheritable and mortgageable, and it is registered in the national land registry under a legal system based on English and French law. Seychelles is a politically stable, well-governed jurisdiction, consistently ranked among Africa's strongest economies per capita, which is precisely why its property market has historically been so tightly protected.

At Empathia Village, every residence is sold with full freehold title, and the developer's legal team manages the government approval process on the buyer's behalf.

The purchase process, step by step

What does the price include?

A common pitfall when buying abroad is discovering that the advertised price covers only part of the finished product. At Empathia Village the published price includes the land plot and freehold title, full villa construction, interior finishing, landscaping and garden, connection to estate infrastructure, and the Seychelles residency permit application. Payments are accepted in USD, EUR and GBP by international bank transfer.

Each villa takes approximately 12 months to build from groundbreaking. Construction is carried out by Kensington Construction & Development, holder of a Class 1 construction licence in Seychelles, with over 30 years of international experience.

Residency for property owners

Purchasing a villa entitles the owner and their immediate family to a Seychelles residence permit. The permit allows year-round living on the islands, and children of residents may attend local international schools. For many buyers this is as valuable as the property itself: a permanent foothold in one of the world's safest and most beautiful countries, three degrees south of the equator and outside the cyclone belt. Why Baie Lazare, Mahé?

Location determines both lifestyle and long-term value. Empathia Village sits above Baie Lazare on the south-west coast of Mahé — a bay regularly listed among the most beautiful in the world — positioned between the Four Seasons and Kempinski resorts. The international airport is around 30 minutes away, with direct connections to Europe, the Middle East and Asia. Owners may also rent their villas through professional management, benefiting from the strong year-round occupancy of the premium Seychelles market.
